Minutes of the Library Construction Committee
April 9, 2007


A quorum of the Library Construction Committee met at Town Hall.  Roland Ochsenbein called the meeting to order at 7:25 p.m. All members were present.

The purpose of the meeting was to begin the interview process for OPM final candidates. Two of the three finalists were scheduled for the evening. Each firm was given a prior list of instructions and questions to address to the LCC, followed by a question/answer period. The questions were:

·       To have present all members of your staff that will be assigned to our project as identified in your proposal.  (Any changes require advance notice and submission of resume to the LCC)
·       Discuss what you expect of the Bolton LCC.
·       Discuss what you see as the greatest challenge for this project and how to overcome it.
·       Discuss your proposed approach to Bolton’s historic public library construction project.
·       Discuss the advantages and disadvantages of the Chapter 149 method vs. The CM at Risk method as it specifically applies to our project.
·       Discuss your preferred fee structure.


Starting at 7:30 p.m., the Committee interviewed J. R. Walsh, candidate for Owner’s Project Manager (OPM).

Starting at 8:30 p.m., the Committee interviewed Design Technique, candidate for OPM.

Meeting was adjourned at 10:15 p.m.




Minutes of the Library Construction Committee
April 10, 2007


A quorum of the Library Construction Committee met at Town Hall.  Roland Ochsenbein called the meeting to order at 7:23 p.m. All members were present.

Starting at 8 p.m., the Committee interviewed Daedalus, candidate for OPM.

Starting at 9:35 p.m. the Committee met to discuss the interviews. Each committee member ranked the 3 finalists in order of preference based upon the interviews, following the guidelines in the evaluation form. Each committee member ranked the firms in order of 1,2,3. The votes were combined and tallied (a first place ranking gave 1 point, second place 2 points, etc.—low total score is best). The results: Daedalus 15 points, DTI 18 points, RFWalsh 21 points. Reasons for the rankings were as follows:

1.      By unanimous consent, all three firms were capable of satisfactorily managing the project.
2.      Daedalus had the most impressive COTW candidate, as well as most impressive proposed project manager;
3.      It was clear, based on quality of responses, that Daedalus was most familiar with our specific project (ie had read and studied the available documentation).
4.      Daedalus and DTI had significant experience with projects of similar size, complexity, and specifications (including historic library renovations/expansions). RF Walsh had some experience, but was a larger firm handling a wider variety of projects in both scope and scale.
5.      The Committee was impressed with Daedalus’ in-house estimating capability.
6.      The Committee was concerned that the DTI representatives, particularly the proposed project manager, seemed tired and less enthusiastic about the project than both the other firms.
7.      The Committee felt that Daedalus displayed enthusiasm and passion for the project.

On a motion from Roland, seconded by Pam, the committee appointed John to check references on the top two candidates (Daedalus and DTI)  and distribute findings to the Committee. The Committee will then reconvene on April 26 to discuss the results of the reference checks and vote a final recommendation to proceed with contract negotiations with a selected candidate.  

Meeting was adjourned at 10:35 p.m.
